Under Purpose Area 6, BJA expands on the success of SAKI and utilizes the BJA SAKI Model to support the investigation of all other violent crime cold cases in an effort to solve even more cases and apprehend these perpetrators before they commit additional offenses, thereby increasing public safety. Texas Rangers are using SAKI funds to resume investigative efforts on cold cases by outsourcing forensic genetic genealogy testing of DNA samples from unknown offenders linked to sexual assaults and sexually related homicides. Prioritizing Cases Based on Solvability

First of all, understanding what happened – from both crime scene examination and during previous investigations. You need to be briefed on everything properly by the police because usually the crime will have happened years beforehand. You need to study photographs of the crime scene, and read all relevant expert reports and eye witness statements taken at the time, and generally get as comfortable as you can with all the circumstances surrounding the crime.Indicted 7 homicide-related sexual assault cases; there have been a total of 107 various indictments since 2015.
The three dozen Working Group members were selected for their elite expertise in the study or investigation of cold cases and the interests of victims of crime. The group members come from law enforcement agencies, prosecutor offices, missing persons programs, academia, and state and federal agencies. The Working Group’s recommendations represent a consensus reached through extensive research and deliberations. The group stressed that their recommendations are advisory, not mandated by any government entity. The Working Group report noted that linking cases through databases “multiplies the investigative information available for each of the linked cases.” Lastly, every cold case detective must learn to be patient. If you resubmit evidence and the new testing actually gives you a DNA profile, but there’s no hit in available databases, you didn’t solve the case. However, obtaining that DNA profile is still a huge win in a cold case investigation.
